The South African government has adopted a sector-led model for its national artificial intelligence policy, a governance choice that sets a notable precedent for the continent's largest tech economy. The approach delegates AI oversight to individual industries rather than a single cross-cutting regulatory body.

The logic is genuinely reasonable: industries understand their own risks better than a single government body ever could. Banking regulators know credit; health regulators know clinical risk. So hand them the guidelines and let them build their own AI rules.
But a sector-led model only works if every sector actually moves. What happens when a sector doesn't? Or when an AI system sits across two industries at once — a credit-scoring tool trained on health data, say — and neither regulator claims it?
That's where the absence of a cross-cutting body stops being lean and starts being a blind spot nobody owns.
