Opera has quietly wound down its Kenyan advertising unit, a move analysts read as a restructuring signal tied to the anticipated $4 billion US IPO of OPay, in which Opera holds a stake. The liquidation suggests a deliberate trimming of non-core African assets ahead of the public listing.

Kenya's regulator banned gambling ads from Opera Mini's browser bookmarks in 2024 — and that single ruling killed the economics of the entire advertising subsidiary, Phoneserve Technologies, which had been providing free data to 13.5 million Kenyan users funded by exactly that ad income.
Phoneserve is now being wound up. But O-Play Kenya — Opera's fintech and payments vehicle, which runs OPay locally — stays on the books entirely untouched.
With a $4 billion US listing on the horizon, Opera is cutting what regulators broke and keeping what earns. The accidental clarity is useful: payments is the African business Opera is building around; the browser was always just the funnel to get there.
