Starlink Mobile: the real story is South Africa, not the US carriers
Gwynne Shotwell's announcement that Starlink intends to build ground infrastructure and become a full mobile operator rattled Verizon and AT&T. For Africa, that headline is a distraction.
The sharper story is buried at the end of the article: Starlink still cannot sell a single SIM in South Africa. SpaceX has never even filed a licence application with Icasa — South Africa's communications regulator — because the law requires 30% local ownership by historically disadvantaged groups, a condition SpaceX says it cannot meet. A ministerial workaround was proposed; Icasa shut it down in May.
So the company now threatening America's biggest carriers cannot clear the entry bar for Africa's most developed economy. That gap — between global ambition and local regulatory reality — is the thing worth watching.
