Sovereign Cloud: a presidential promise needs a procurement plan
Data sovereignty is a legitimate concern — storing government records on servers you don't control, in jurisdictions whose laws you can't override, is a real vulnerability.
But a presidential announcement is the easy part. The hard part is what comes next: who builds it, who operates it, and whether South African public institutions actually migrate to it or quietly keep renewing AWS and Azure contracts because the sovereign alternative is slower, pricier, or perpetually six months from ready.
