Nigeria Pauses Overlapping Internet Rules, Moves Toward Unified Digital Policy
Nigeria's Minister of Communications Dr. Bosun Tijani has ordered a suspension of overlapping internet platform regulations as the government works to consolidate the mandates of NCC, NITDA, and NDPC under a single unified digital policy framework. The freeze is being read as a concrete regulatory reset signal for technology operators and investors operating across multiple Nigerian agency jurisdictions.

NITDA's 2022 platform code, the NCC's December 2025 draft internet rules, and the NDPC's data law all land on the same desk at the same platform — with no single answer on who's actually in charge.
That's the problem Tijani is trying to solve by freezing the overlap while a joint committee works out who owns what.
The freeze itself is real relief. But the test is what the committee produces — a genuine single framework, or the same three mandates stapled together with a ministry letterhead on top.
