PUWU Challenges IMF and World Bank Framing on Ghana Energy Reform

Ghana's Public Utility Workers Union has challenged the IMF and World Bank's framing of the country's energy sector reform, arguing that ECG revenue is improving and that the utility's problems can be resolved without multilateral-directed private participation. The union is simultaneously disputing the government's distinction between private sector participation and outright privatisation of ECG. The dispute adds a labour and governance dimension to Ghana's most consequential pending utility reform decision.
