But this particular theatre has unusual scaffolding behind it: a publicly filed $450 million engineering contract with the firm that already built Dangote's Lagos facility, sovereign equity structured to give East African governments a reason to want it finished, and a Kenyan president who met Dangote in New York five days before the ceremony to discuss financing.
The credibility gap that kills most African infrastructure announcements — the space between the ribbon and the reality — is measurably narrower here than it was in July. That's not a guarantee. But it's the honest difference.
