The positioning raises questions about whether national and pan-continental AI interests can be pursued in parallel without conflict.
Kenya's AI Bet: championing the bloc while cutting your own deal
Kenya spent one day in New York arguing Africa should negotiate AI as a single bloc — common terms, shared compute, collective leverage. The next day, Nairobi signed its own bilateral declaration with Anthropic.
That is not necessarily hypocrisy. It might be smart hedging: build the coalition for long-term structural power while securing short-term access to frontier tools.
But the tension is real. Bloc bargaining only works if members don't defect the moment a compelling bilateral offer lands. If Kenya does it, every other government has cover to do the same — and the coalition dissolves before it ever has leverage to use.
