South Africa Moves to Make Every SIM Card a Digital ID
South Africa is advancing plans to mandate SIM cards as a trusted digital identity layer, which would represent a mass-scale overhaul of the country's identity infrastructure with significant implications for fintech and digital services. The initiative would leverage the near-universal penetration of mobile SIMs to extend verified identity to a broad population.
SA Digital ID: a SIM card is only as trustworthy as the registration behind it
South Africa's plan to turn every SIM into a verified digital identity sounds transformative — and the underlying logic is real. SIM penetration is near-universal in ways that government ID offices never were.
But a SIM card is only as reliable an identity as the process that registered it. If the RICA registration system — South Africa's existing law requiring SIMs to be linked to a verified name and address — has gaps, fraud, or ghost registrations in it, then building a financial identity layer on top doesn't solve the problem. It just digitises it.
The question isn't whether the idea is ambitious. It's whether the data underneath is clean enough to trust.
