
Wave Joins BCEAO's PI-SPI System as West Africa's Payment Interoperability Deadline Holds
Fintech unicorn Wave has joined BCEAO's PI-SPI interoperability system, ending its closed-loop payment dominance in the WAEMU zone after the regional central bank held firm on its compliance deadline. BCEAO has published a list of 175 licensed PI-SPI participants as of 30 September 2026, formally defining the authorised landscape for the $267 billion West African payments market.
West Africa Payments: the regulator just proved deadlines can mean something
Two weeks ago, Wave — francophone Africa's most-used payments app — was conspicuously absent from BCEAO's lists. Today it's on the 175-participant roll, having connected to PI-SPI on the last possible day.
The uncomfortable read at the time was that BCEAO's open-banking design favoured legacy banks over fintechs. That may still be true at the Business API layer, where just 24 providers hold certified slots. But the participant layer is now genuinely mixed — banks, mobile wallets, fintechs, microfinance institutions, across eight countries.
What actually happened here is a regulator held a line and a unicorn blinked. That almost never happens on this continent. The fact that it did matters as much as the interoperability itself.
