ExpressRoute Metro does one specific thing: it routes a single cloud connection through two separate physical locations in the same city simultaneously. If one fails, the other carries the load. Until now, no African city offered that.
For banks, insurers, and any company facing regulators who demand provable uptime, this was the quiet reason serious workloads stayed offshore. The risk wasn't cloud scepticism — it was that African infrastructure couldn't contractually guarantee what their compliance teams required.
