
BCEAO Doubles E-Money Wallet Cap to 4 Million FCFA Across UEMOA Zone
The BCEAO has doubled the ceiling on electronic money holdings to 4 million FCFA across the eight-member UEMOA zone. The regulatory change is expected to directly unlock mobile money transaction scale across francophone West Africa.
BCEAO Wallet Cap: raising the ceiling is only half the job
Doubling the e-money wallet limit to 4 million FCFA — roughly $6,900 — is a real unlock. Across eight francophone West African countries at once, it means a small trader or a mid-sized merchant can actually hold and move meaningful money without hitting an artificial wall every month.
But the instruction quietly tightens something else: issuers must keep at least 65% of the funds they hold in immediately accessible deposits at all times. That liquidity requirement protects customers, but it also raises the cost of running an e-money operation — particularly for smaller or newer players.
The same rule that lets more money flow through wallets makes it harder to build the pipes. Worth watching whether that tradeoff quietly concentrates the UEMOA market around the operators already big enough to carry it — especially as fraud liability rules add another layer of compliance weight on those same operators.
