BCEAO Doubles Mobile Wallet Cap and Relaxes Fund Rules Across West Africa
The BCEAO has doubled mobile wallet holding limits to 4 million FCFA and relaxed fund management rules across the eight-member UEMOA zone. The regulatory changes are being described as a landmark shift in mobile money economics for francophone West Africa.
BCEAO's Real Move: the rule that got buried under the headline
The wallet ceiling doubling to 4 million FCFA matters — but not for the 60 million average users whose balances sit around 32,000 FCFA. The real story is Article 34.
BCEAO quietly cut the share of customer funds that e-money operators must keep in instantly accessible deposits from 75% down to 65%. That frees up a slice of the float — real money operators can now put to slightly more productive use.
Who benefits from that freed-up 10%? The operators big enough to manage it. Smaller or newer issuers still carry the compliance weight; the incumbents get more room to breathe.
The ceiling change is the headline. The float rule is the business model change.
